What is Bulk Discount and When to use it
You may want to use bulk discounts for many reasons.
For example, to give lower prices to selected customers (with better terms upon special business agreement). If you sell your products or services through retailers, then bulk discounts for members will raise the sale rate.
Also, you can offer them if the cart value exceeds a certain level. Such discounts will encourage your customers to order higher-value orders.
How to add discounts in WooCommerce
Basically, in WooCommerce you can use sale prices, coupons, and additional plugins.
The first approach is easy to set for one or more products. You can add sale prices in Products → All Products → Bulk Actions → Edit by setting sale prices or lowering the regular ones. But it works store-wide and does not differentiate between the type of clients or the current cart value.
Coupons give you more control. You may define rules for a discount (category, product, expiry date, e-mail address of the customer). Roles & Groups - Global Settings for all products
Simple and Fast Approach. Define percentage or price discount. Enable bulk discount for customers from selected user roles or groups (with the free Groups plugin).
Bulk discounts for specific products (and variations)
Advanced and Full Control Approach. Select/ set rules for each product. What is more, you can select user type and set a discount schedule. That means you may add many customized pricing rules (bulk discount, special offer, variations). The disadvantage of this type is that you need to define settings for every product.
Choose bulk discount with price/ percentage discount (or fixed price), then choose user roles or groups.
Category Pricing
Simple rules for categories affect products from the entire category (or categories). To set promotions for the whole category that'll also depend on user role/ group, see the next discount type.
Advanced Category Pricing - rules and scenarios
You may create lots of scenarios here with bulk discounts and special offers. Choose user roles/ groups for rules and set the schedule.

Value & Loyalty matter! Discounts for Orders
Who - choose user roles, groups, guests for which your new discount rules will work. Give clients from a specific group (e.g. member, partner, top5) higher discounts and better prices than for first-time buyers.
When - decide if you want your rule to work based on the cart's value, category, or customer's purchase history. Set pricing dates if you want to prepare them in advance!
How much - set percentage or cart discount. Add values for many order total ranges.
