The first method is given by a standard WooCommerce installation. Go to WooCommerce → Settings → Shipping and set more shipping methods for specific regions (to differentiate costs between closer and further locations):
Next, set a few shipping classes to raise the cost based on a package, additional shipping costs, insurance, etc.:
Then, you can add costs per shipping method based on shipping class:
Finally, select the shipping class per specific WooCommerce product when adding or editing it:
You may also set the shipping class for more products using the Edit option:
